Prohibits PBMs from steering patients to PBM-owned pharmacies under false, misleading or coercive circumstances; requires PBMs to pay local pharmacies at an equal rate with PBM-owned pharmacies; and requires PBM reporting on drug rebates.

Permits pharmacies to provide testing for patients over the age of 6 for certain illnesses (strep, flu, COVID, HIV or an illness that could become a public health threat), to initiate treatment and inform the patient's physician. Allows patients to choose to go to a pharmacy for a test and receive treatment.
